Funding for Two Year Olds

Some 2-year-olds in England can get 15 hours free early education and childcare. There are two routes parents can apply for this funding.

For Parents of Two Year Olds in Receipt of Qualifying Benefits

Parents who are in receipt of one of the following will qualify for two year old funding:

  • Income Support
  • Income-based Jobseeker’s Allowance (JSA)
  • Income-related Employment and Support Allowance (ESA)
  • Support through part 6 of the Immigration and Asylum Act
  • Tax credits and have an annual income under £16,190 before tax
  • The guaranteed element of State Pension Credit
  • The Working Tax Credit 4-week run on (the payment you get when you stop qualifying for Working Tax Credit)
  • Universal Credit

Children are also entitled to a place if:

  • They’re looked after by a local council
  • They have a current statement of special education needs (SEN) or an education health and care pla
  • They get Disability Living Allowance
  • They’ve left care under a special guardianship order, child arrangements order or adoption order

Working Parents

You can usually get free childcare for working parents if you (and your partner, if you have one) are:

  • in work
  • on sick leave or annual leave
  • on shared parental, maternity, paternity or adoption leave

If you’re on adoption leave for a child aged 2 to 4 years old, you must return to work within 31 days of the date you first apply for free childcare for that child.

You may still be eligible if your partner is working, and you are on carer’s leave or if you get any of the following:

  • Incapacity Benefit
  • Severe Disablement Allowance
  • Carer’s Allowance
  • Limited Capability for Work Benefit
  • contribution-based Employment and Support Allowance.

You can apply if you’re starting or re-starting work within the next 31 days.

To be eligible, you will also need to show your expected income as well as your immigration status.

Funding for Three and Four Year Olds

All children are entitled to a maximum of 15 hours of free entitlement funding per week, for 38 weeks per year, from the beginning of the term following their third birthday.

Bybrook Pre-school is registered to receive government funding and all children attending the pre-school of an eligible age are entitled to such funding.

When a child becomes eligible for a funded place at pre-school, parents are provided with a Parent Declaration Agreement Form to complete and return to pre-school.

An eligible child can attend a maximum of 15 funded hours in any week; this can be divided between 2 providers if he/she is attending more than one setting.

Funding is for 38 weeks a year only, and therefore if the pre-school opens for any additional weeks, funded children will be charged for any additional sessions they choose to attend at the normal rate.  Funding is provided directly to the pre-school by Wiltshire Council.

Extended Entitlement – 30 hours

If your child is 3 to 4 years old, you may be able to get 30 hours free childcare per week for 38 weeks of the year (during school term time).

Where both parents are working (or the sole parent is working in a lone parent family), and each parent earns, on average:

  • a weekly minimum equivalent to 16 hours at national minimum wage (NMW) or national living wage (NLW), and less than £100,000 per year

Families where one parent does not work (or neither parent works) will not usually be eligible for the extended entitlement EXCEPT where:

  • both parents are employed but one or both parents is temporarily away from the workplace on parental, maternity or paternity, adoption leave, or on statutory sick pay
  • one parent is employed and one parent either has substantial caring responsibilities based on specific benefits received for caring, or is disabled or incapacitated based on receipt of specific benefits

Supporting Us

Bybrook Pre-school provides opportunities for children aged two to five.  Whilst we receive education funding, this only covers our basic costs.  We rely on the generosity of companies, grant-making trusts and members of the public, and are continuously seeking ways to achieve financial sustainability to grow the provision for the future.

We welcome the involvement of new partners in seeing this happen, and now run a Friends of Bybrook Pre-school Group.  For more information, please contact committee@bybrookpreschool.co.uk

Support can be provided in a number of different ways:

There are opportunities for local businesses who wish to support their local pre-school setting. This could be financially, or by offering prizes for fundraising events.

Individuals can support us with both time and resources. This could involve coming in to help with administration, maintenance, volunteering, talking about their job or a hobby.

To discuss other ways in which you could support Bybrook Pre-school, or to provide a one off or regular donation, please contact us at committee@bybrookpreschool.co.uk or enquiries@bybrookpreschool.co.uk
